A note from Tree Bernstein via Phill Taggart to clear up my confusion:
Howdy,
The Outlaws usually convene at Bart’s during the warm summer evenings. Around this time of year it’s too cold to gather an audience at night. Occasionally we have special events for poets in the Literature Room during the winter, but until it gets warmer, the Outlaws are out.
